b. Vote on Resolution to replace annual audit with a financial review per AB2613:
A special district may, by unanimous request of the governing board of the special district and with unanimous approval of the board of supervisors, replace the annual audit required by this section with a financial review, or an agreed-upon procedures engagement, in accordance with the appropriate professional standards, as determined by the county auditor, if the following conditions are met:
(A) All of the special district's revenues and expenditures are transacted through the county's financial system.
(B) The special district's annual revenues do not exceed one hundred fifty thousand dollars ($150,000).
(C) The special district shall pay for any costs incurred by the county auditor in performing an agreed-upon procedures engagement. Those costs shall be charged against any unencumbered funds of the district available for that purpose.

MINUTES OF THE MEETING OF THE BOARD OF DIRECTORS
Thursday ~ April 11, 2019 ~Fire Station #38
The meeting was called to order by Chairman Roger Klemm at 7:05 p.m.
Present were: Directors Lee Hodge, Roger Klemm, Karen Kleppe and Steve Vudragovich. Director Steve Taylor arrived at 7:10.
It was MSU* (Klemm/Kleppe) to approve the Consent Calendar.
Public Comments: None
Correspondence: Notice of ongoing Division of Safety of Dams annual fee negotiations was received. This was discussed during the Dam Report later in the meeting.
Financial Reports:
Roads: The annual road survey will be conducted in April. The roads will be ranked in order of those most in need of repair and bids will be obtained.
Weed/Brush Abatement:. Dorado Canyon roadsides will be sprayed in April when we get a break in the rain.
Dams/Lakes:
1. The annual DSOD fee will be increased as previously reported due to the additional requirements for Inundation Mapping (IM) & Emergency Action Planning (EAP) required by the CA legislature. Future increases are presently under discussion and evaluation. Lee Hodge has attended and spoken on behalf of Showcase at two hearings and submitted two statements to the DSOD objecting to the proposed regulations and suggesting alternatives for small rural dams. Frank Bigelow (our district’s representative) was copied on these letters and called Lee to inform the CSD that this issue is known to their office and is under consideration.
2. The best recourse for avoiding the cost of the IM/EAP requirements in FY2020 is to appeal the recent change in the hazard class of Aukum View dam. Lee is working with El Dorado County GIS and the DSOD to make an appeal this calendar year.
Communications: No report.
Policies, Procedures & Grants – No report.
Report from General Manager – Joe Warren reported that the road survey will be taken in April. Gravel for resident use on side roads will be replenished and more cutback for pothole filling on Dorado Canyon will be ordered. A volunteer pot hole filling party will be scheduled
At this point the resolution (# 190411-1) to replace the annual audit with a financial compilation was read aloud, discussed and approved by unanimous vote, MSU (Taylor/Hodge)

Directors Comments – Roger Klemm encourages residents to request a complimentary property fire safe evaluation from the Pioneer Fire Department.
